Support Medicaid Coverage of NDs Nationwide

Only 5 states currently cover the services of Naturopathic Doctors in Medicaid: Vermont, Connecticut, Washington, Oregon and New Mexico, despite the fact that evidence shows that care by naturopathic doctors can improve health outcomes and decrease costs because of our focus on prevention, whole health, nutrition and lifestyle medicine. Congress can direct the Centers for Medicaid and Medicare Services to require that any state that receives federal funding for Medicaid must credential and cover the services of Naturopathic Physicians. States that currently cover NDs in Medicaid can urge their congressional delegation to share their state's successful incorporation of NDs to other states. And congressional members in states that license NDs but don't yet cover the services of NDs in Medicaid would greatly benefit by providing patients more choices to see a healthcare provider that focuses on prevention. Expanding Medicaid coverage of NDs is also a step toward federal recognition of NDs in other federal programs like Medicare.

Please urge your representatives to support Medicaid coverage of NDs in all states where NDs are licensed!

Why this bill is important

Naturopathic doctors have been serving Mainers as licensed healthcare providers and safe prescribers since 1996. The current naturopathic formulary (the list of medications an ND can prescribe) has not been updated in almost 30 years and no longer reflects current medical standards of care or the training naturopathic doctors receive. Our neighbors in NH and VT have access to naturopathic doctors who have a much broader formulary. We are asking that Mainers have the same access to medications they need from providers they trust. Modernizing the formulary will allow naturopathic doctors to adjust medication dosages when appropriate and provide essential prescription medications when needed, preventing delays in care and the cost of additional doctors visits for patients. Bill LD1128 will do just that.

The Pennsylvania Association of Naturopathic Physicians (PANP) and the American Association of Naturopathic Physicians (AANP) are calling on all advocates to provide comments to remedy inconsistencies in 16A-4593 - the PA Medical Board proposed rules. The proposed rules have language that is not included in the Naturopathic Doctor Registration Act (NDRA), diminishing the primary purpose of the act in ensuring PA citizens who wish to avail themselves of a Naturopathic Doctor (ND), they can be assured that practitioner has attained uniformly accepted education requirements AND passed nationally recognized competency exams.

We call on you to help raise our collective voice to ensure the language and spirit of the NDRA reflect and respect these fundamental requirements by submitting comments today. Time is of the essence - please take action now.

The House Health Care Committee hearing on this bill is at 8AM, Friday February 4th. ACT NOW!

Health Insurance Pay Parity will help ensure that NDs are able to stay contracted with all insurance companies and be reimbursed adequately. This increases access to ND care for all patients in Oregon. Due to the limited reimbursement by many insurance companies, NDs are forced to drop their contracting with many, some all.

As you may know, the North Carolina Association of Naturopathic Physicians (NCANP) has been working tirelessly to achieve licensure of Naturopathic Doctors in North Carolina.

I am writing to share the exciting news that our ND licensure bill, HB 557, North Carolina Healing Arts Commission, is scheduled for a hearing in the NC House Regulatory Reform Committee on Wednesday! This is the first step toward licensure of NDs in NC and it’s ESSENTIAL that our bill passes this committee hearing. WE NEED YOUR HELP TODAY!

HB 4006 "ND Health Insurance Pay Parity"

This bill has been voted YES! at the House Health Care Committee and is now waiting on the Co-Chairs of the Joint Committee on Ways and Means to send the bill to sub-committee for a hearing.

Our records indicate you work or live in district with either Senator Elizabeth Steiner-Hayward or Representative Tawna Sanchez, co-chairs of this very important committee.

This Fair Pay bill is desperately needed in Oregon. Health insurance has been paying NDs as little as 50% of what they pay every other healthcare provider for each doctor visit. The reason this bill now goes to Oregon's budget committee is because the state's own self-funded health plans, PEBB and OEBB have also been paying NDs unfairly. Paying NDs fairly will increase the cost of those plans by only a small amount.

The Wisconsin Naturopathic Doctors Association needs your support! We are collecting written testimony from MDs and DOs who are in support of licensure for NDs. We plan to share your written testimony at our Senate hearing on Wednesday, September 29 at noon.

Please take a few minutes to show your support by sharing with the members of the Senate Committee on Insurance, Licensing and Forestry what your experience has been with qualified, medically-trained NDs and why you support licensure for NDs. Here are some guidelines/questions to ponder:

Share about your practice- where do you practice and in what capacity?
In what instances have you worked with qualified NDs?
How do you see ND medical care fit into the spectrum of patient care?
How do qualified NDs demonstrate they are competent providers?
How does licensure improve health care for Wisconsinites?
How does licensure improve public safety for Wisconsinites?
Would you like to have more qualified NDs to refer to, collaborate with?
Would you like Wisconsinites to have increased access to qualified ND care?

Want to be a part of changing the health care system? Want to see NDs licensed and be able to provide the BEST care possible for you? Your legislators NEED to hear from you! Your voice is powerful. Here are some guidelines for sharing your story:

What to say??? Your testimony must have a beginning, middle and an end. It is not necessary to explain the benefits of naturopathic medicine itself. We know it works. Rather, teach the legislators why NDs need to be licensed. What the legislators want to know is what your experience has been but also WHY NDs need to be licensed. How does licensure impact the people of Wisconsin?
Here are some questions to ponder when you are writing:
- Share your story- your name, where you live, why you sought Naturopathic Medical care from the ND you chose, and what your experience was with your ND
- Speak to the level of education of your ND, that your ND has a high level of medical training- perhaps this benefited you?
- Speak to the primary care training of your ND— perhaps you want your ND to be your primary care provider?
- Speak to the collaborative care your ND provides— perhaps your ND works with your MD or other specialists for your best care?
- Speak to your need to have your ND have full scope of their training with prescriptive rights, minor surgery, order labs, order imaging, be able to diagnose and treat disease?
- Speak to the safety of your ND— perhaps your story includes because your ND is medically trained, your ND is safe and gives you sound medical advice? Did you ever have an experience with a person who called themselves an ND but was NOT medically trained that gave you unsound or dangerous advice? (Licensing NDs distinguishes between those who call themselves NDs but do not have medical training and those that do. Our bill will allow only medically-trained NDs to have the title ND.)
- Speak to the relative cost savings of ND care. Has your ND saved you money by teaching you prevention and saved you from having to have expensive procedures or medications?
What NOT to say???
- Don't talk about insurance. Our licensure bill has NOTHING to do with insurance. Licensing the profession is the first of many steps that must take place to elevate the profession and insert ND care into the health care system.

UPDATE – one of our ND licensure bills, SB 1218, is being heard EARLY TOMORROW MORNING in subcommittee!

As previously shared, opponents continue to push a misinformed narrative about the qualifications and capabilities of medically trained NDs. To counter this, we need all supporters and advocates to contact members of the Senate Education and Health Committees ASAP – urging them to vote YES on SB 1218 (and its companion, HB 2044)!

The KEY MESSAGES that legislators should hear from advocates are:

Naturopathic Doctors are medically trained and educated; they have the skills and qualifications necessary to have a practice license. Almost half the nation already regulates the profession!
HB 2044/SB 1218 create a very limited scope of practice; this legislation is focused on the very basics of health care.
This is about public safety and expanding access to health care; Virginia should license NDs because it is the responsible and practical step to ensuring informed access to better naturopathic medical care.
